Scissors.
Crafting
Human Hair can be used as a substitute to 
Pelt and 
Wool, i.e. everything that can be crafted with Pelt or Wool can also be crafted with Human Hair (with the exception of the 
Lance). Any amount of Human Hair may also be used in conjunction with both Pelt and Wool for crafting an item.
Obtaining
You can obtain Human Hair by using Scissors assuming your hair has grown out. In 
ARK: Survival Ascended, by default HairGrowthSpeedMultiplier is set at 0 so you do not get any hair growth, so this item is not obtainable by default in ASA. However, if you set this value in your Game.ini, applying any hair style will "cut" your hair and give your Human Hair. See Server Configuration for more information on the INI option.
