Ovis with 
Scissors. Wool grows back over time. In 
ARK: Survival Ascended it can also be obtained from 
Supply Crates.
Crafting
Wool can be used as a substitute to 
Pelt. Everything that can be crafted with Pelt can also be crafted with Wool except for the Lance.
Notes
- Despite being an easy resource to obtain compared to its counterpart, it weighs twice as much.
- Curiously, if an Ovis dies after being completely sheared it will still give large amounts of Pelt.
- Wool growth speed can be altered with "HairGrowthSpeedMultiplier" value on servers.
