If Megapiranha are the Dimorphodons of the sea (and they should be tameable, as their dossier implies), then star skates are the Hyaenodon. Usually too small to ride, star skates instead function to accompany a caravan or supplement a platoon.
Star skates, as with Astrocanth, function to fill out the overall population of space as well as providing something in the middle of the food chain for bigger creatures to eat (short of just having to eat other big creatures).

Star skates spawn in groups that actively follow one another, similar to the Allosaurus. Schools will merge with each other if they move nearby, but there's no apparent leader - instead behaving with a kind of swarm intelligence.
Their attacks restore health proportional to their damage, allowing them to sustain in fights longer without intervention.
They are ill-fit for atmospheric flight and will be grounded in terrestrial-like environments, also becoming unridable. They don't move around particularly gracefully, either.
