The "Platform Cart" was added as part of the Frontier Pack for Scorched Earth in  ARK: Survival Ascended.

Once crafted, the cart can be equipped onto a dino's "Cart" slot, next to it's saddle.

The cart appears to reduce the weight of anything carried by 60%. For example, a 10lb Fishing Pole in a box on the Platform Cart will only add 4lbs to the carry weight of the dino pulling the cart.
